Neo Soul did not simply invent an entirely new set of chords.

Can the chord contain more color?

Can the notes connect more smoothly?

Can the bass and keyboard divide the harmony differently?

Can one upper note change the emotional direction?

Can tension last a little longer?

Can a simple progression become more expressive without changing its basic identity?

Those are the kinds of questions that lead naturally from R&B harmony into Neo Soul.

And that is ultimately why the two styles are so closely connected.

The transition is not simply:

basic chords → complicated chords.

It is closer to:

harmonic foundation → more possibilities → more control → more musical choice.

That is where Neo Soul begins to feel less like a collection of special chords and more like an expanded way of thinking about harmony.
